We would like to take this opportunity to thank you for your cooperation in installing your new Master Meter under the East Chicago, Indiana Water Department’s Water Meter Replacement Project.

As we attempt to have a smooth transition, there may be some delays, issues or errors that may occur with our billing process and we would like to take this opportunity to apologize in advance. A reminder that if your meter has been replaced with a new Master Meter, customers can download the newly developed smartphone app (https://play.google.com/store/apps/details?id=com.dbbest.mastermeter&hl=en) which allows consumers to track and monitor their water consumption.     Water Bills

    Water Department customers are requested to please provide their actual current water bill(s) upon making payments at our local office, versus our staff reprinting said bill(s). We appreciate your help in our efforts to be more efficient, reduce paper usage and associated costs.


    NEW ONLINE PAYMENT SYSTEM CITIZEN SELF SERVICE (CSS)

    The City of East Chicago, Indiana Water Department will be implementing its Citizen Self Service online payment system effective May 1, 2019, which will:

      ALL CUSTOMERS UTILIZING OUR EXISTING VANCO ONLINE PAYMENT SYSTEM WILL BE REQUIRED TO REGISTER UNDER THE NEW ONLINE PAYMENT SYSTEM BY THE EFFECTIVE DATE OF MAY 1, 2019, AS THE VANCO ONLINE PAYMENT SERVICES WILL BE DISCONTINUED.

      Note that customers will be required to have their assigned CID (Customer Identification Number) in order to register online and commence utilizing the online payment service. Please email ecwater@eastchicago.com to obtain your CID information prior to registering online. You will find step-by-step instructions on how to create your profile and pay your water bill online by visiting the City’s website at www.eastchicago.com.

      Neighborhood Water Service Line Replacement

      The Water Department continues its second phase of the Neighborhood Water Line Replacement Program. Our goal is to improve water quality at the customer’s service tap which existing lines are comprised of lead. A contract was awarded under Phase II of this program to Calumet City Plumbing to replace approximately 380 lead lines throughout the Superfund Zoned Areas 2 & 3, which project commenced in November 2018.

      It is requested that if you own a home or property within the targeted areas, Zones 2 & 3, and have not signed a consent form to replace your lead line and scheduled your appointment to do so ASAP as funding is limited. All work performed is at no charge to the property owner as Honorable Anthony Copeland, Mayor worked diligently with the State to obtain funds for this project. Note that in order to participate in this program, your property has to have clearance and/or remediated by the EPA. If you have already participated in this program, please disregard this notice.

      Pursuant to an Emergency Order issued, the City of East Chicago, Indiana awarded a contract to Calumet City Plumbing to perform emergency work relating to replacement of water service lines from the water mains to residences or commercial properties at 380 locations specified by the City.

      SCOPE OF WORK
      This work shall of providing all materials, labor, tools, equipment, and services required to install new water service lines originating at the water main and terminating inside the residences or commercial buildings. The intent of this work is that the Contractor minimize open excavations by beginning work inside the buildings and boring water service lines from the inside of the buildings to the water mains unless otherwise directed by the Engineer. Open excavations for curb stops, meter pits and roadway excavation shall be limited to only that required to complete the new water service line connections. If access inside the residences or commercial buildings is not available, then no new water service lines will be provided. Access Agreements will be acquired by the City prior to any work being done on private property. All work will be coordinated with the Environmental Protection Agency (EPA) in regard to possible soil contamination in the working area and the Contractor shall follow and all regulations or requirements as specified by the EPA. Work hours shall be from 8:00 am to 5:00 pm unless otherwise directed by the Engineer.

      GENERAL AREAS OF WORK
      The general area of the work will be in the area bordered by SR 312 or E. Chicago Ave. to the north, Parrish Ave. to the east, E. 151st St. and E. 149th Pl.to the south and Aster Ave. and Private Street to the west. – Superfund Zones 2 and 3.

      COMPLETED PROPERTIES
      15 out of 380 properties have been completed as of January 2019.

      COMPLETION OF WORK
      The work shall be completed by November 30, 2019.

      If Release is not already on File with East Chicago.

      Your Service Line Replacement will be scheduled at the
      time of your survey. The City of East Chicago has drafted an
      aggressive schedule to complete the Project. Please note
      the following:

      -No Surveys will be scheduled without a Release already on
      File with City of East Chicago.
      -Homeowner or adult age 18 or older must be on site for
      Survey & at time of Service Line Replacement.
      -Area of work must be accessible.
      -Any Cancellations/No-Shows for Surveys or Service Line
      Replacements or Surveys scheduled after 7 Day Notice will
      result in address being “Passed-Over.” Residents Passed-
      Over may be eligible for Service Line Replacement at the end of the
      Project, pending available funding.

      City-Wide Water Meter Replacement Program

      The City of East Chicago Water Department is in the midst of installing a City-wide uniformed water metering system replacing approximately 6,900 residential, commercial and industrial type meters as the majority of our existing meters have been in service since the structures have been built and they have reached the end of their expected service life.

      Meter Installation Schedule
      The City of East Chicago has contracted with Calumet City Plumbing Company to replace and install the new water meters. The meter replacement project commenced in 2018 and will continue until early Summer. You will receive a notice that includes instructions on scheduling an appointment for your service. Replacing a water meter typically takes approximately 30 minutes and the customer’s water service will be turned off for approximately 15 minutes. We are requesting your cooperation in making sure that you schedule your appointment to replace your meter as soon as you receive your notification from Calumet City Plumbing.

      Customer Service Benefits
      In our effort to enhance customer service and conserve water resources, our customers will have the capability:
      · To view and track in real time and manage your water usage 24/7 through the My Water Advisor Application, which is available on our website at www.eastchicago.com. This will be available once your new meter is installed and will easily guide our customers to create an account and start viewing account information.
      · To set up alerts for leak detection, over budget notifications, etc.
      · To view daily, monthly, hourly and yearly water usage, as well as to forecast consumption.
      · This will allow customers to proactively manage leaks and water consumption.

      Water Department Benefits
      This project is critical for the efficient management and operation of the Water Department – which will be more efficient in maintaining accuracy of the recording of overall water consumption and loss, with fewer resources. Other benefits to our department and City include:
      · Ability to remotely secure collections of metering directly from water meters eliminating on-site readings. This will include an Advanced Metering Infrastructure (AMI) system that will automatically collect and transmit data from the new meters directly to the Water Department.
      · Ability to receive timely notifications of reverse flow, leaks, tamper and theft alerts, as well as inactive meters.
      · Our overall goal is to conserve and account for all water while making sure billing is accurate and improving our customer service and operations with easy system monitoring and control.

      Late Fees
      If your bill is not paid by the due date, a 3% late fee will be added to the water charges. A late fee in the amount of 10% will be added to the sewer charges if the bill is not paid within 30 days of the due date.

      Delinquent Notices
      A delinquent notice may be mailed to you if the amount due on your account has not been paid in full and is at least 30 days past due. To avoid disconnection, you must pay the amount shown by the due date. If you are unable to pay the entire amount, you must contact the Water Department before the due date to avoid disconnection.

      Payment Arrangements
      The customer agrees to pay 1/10 or $10, whichever is less, of the delinquent bill.

      The customer agrees to pay the remaining delinquent balance, including any and all penalties, on a monthly basis so that the delinquency is satisfied within three (3) months, until delinquent amount is paid in full.

      The customer agrees to pay all undisputed future bills for service as they become due.

      If the customer fails to comply with these terms, water service will be terminated without notice and will not be restored until the entire balance is paid in full along with the applicable reconnect fee.

      Duties

      Water Department: Provide drinking water to the citizens of East Chicago and other cities by operating, maintaining and ensuring safe drinking water of the highest quality to all (residential, industrial, and businesses). Provide water to the fire department, installation of water meters, maintenance of city's water tank, and protect public water system from contamination due to backflow.
